Response: Assuming you are asking about ham radio, there are a few different ways - most buy already made equipment. You must be a licensed radio operator.

Response: Several places - and depending on the investment you want to make, will depend on what equipment you get. Generally speaking, reputable dealers will sell you ham radio equipment capable of transmitting over certain frequencies if you are licensed.

There are lots of ham radio clubs around the world. In the US, getting your "Technician" license is your first step. There are lots of online resources to help you if there is no nearby amateur radio club.

One really good place to start is www.arrl.org - they have lots of useful information on local clubs, links to example test questions and other information sources. I read through the Technician book a couple of times, took the sample test questions at the back of the book - and took online test questions at a few different sites until I was consistantly in the 95%+ passing range, then went to a local club administering the Technician test and passed... a week or so later, my license from the FCC appeared... and I went to HRO and bought an ICOM transceiver. Since then, I have also invested in a couple of antennas, cables... and have gotten into EchoLink (which is basically ham radio using a computer - no actual radio needed).
